Copilot Business: usage-based billing readiness

Confirm the effective date and scope
Microsoft's October 1 update says usage-based billing will be enabled by default starting December 1, 2026 for new CSP Copilot Business purchases, including standalone offers and bundles in supported markets. Its announcement heading still names November 2, but the updated body uses December 1; November 2 is the stated Partner Center sandbox date.
The default spending limit is 4,000 Copilot Credits per user per month and administrators can adjust it. This is a spending limit, not an allotment of included credits. Usage-based charges depend on actual consumption. Confirm the offer, market, purchasing channel, and current partner terms before applying this notice to a customer.
Plan controls before purchase
- Name the service owner, purchasing approver, billing owner, and administrator. Keep the approved quote and change reference together.
- Confirm whether the subscription is new or existing, the standalone or bundle offer, supported market, eligible services, credit price, and billing destination with the CSP partner.
- Estimate use with a small pilot. Set an approved spending limit and document who may change it; verify whether each setting enforces a limit or sends an alert.
- Assign alert recipients and escalation thresholds. Review consumption reports and invoices against the approved estimate after rollout.
- Review information access and security separately. Additional billing capacity is not approval to expose more data.
